NAGPUR: While extending 'undue benefits' to private colleges operating without regular teachers and infrastructure, Nagpur University administration led by divisional commissioner Anoop Kumar, pro-VC Vinayak Deshpande and BCUD director Shrikant Komawar defended their decision saying that the Maharashtra government was not in favour of closing down such colleges.
The new policy allowed colleges to appoint just a single full-time teacher/principal for the first four years and later they can operate at 50% strength. The remaining vacancies would be filled up with contributory teachers. The university cited the feeble excuse that there was a shortage of NET/SET and PhD qualified candidates, to defend their "illegal" decision.
NU sources, however, call the claims a lie, since the government had informed Nagpur bench of Bombay High Court that any appointment of ad hoc/contractual teachers after 2008 is completely invalid and illegal, and universities should recruit only "qualified, approved and regular teachers".
The affidavit filed by joint secretary for higher and technical education department Gautam Rasal on July 31 last year made it clear that exemption for contractual appointment of teachers was stopped completely from April 30, 2008.
The joint secretary pointed out that all vacant posts of teachers in non-agriculture universities and affiliated colleges should strictly be filled up as per University Grants Commission (UGC) norms. He also mentioned Government Resolutions (GRs) of January 30, 2010, and February 15, 2011, where instructions in this regard were given to universities.
Another affidavit by Rasal on September 24 last year further exposed claims of NU administration that there was a shortage of NET/SET and PhD qualified candidates. He informed that about 4,066 candidates cleared SET and 6,000 NET while 2,000 candidates obtained PhDs in state in last five years.
He pointed out that NET exam result increased to 15% from 2% in last three years and there were sufficient qualified candidates available for recruitment. Even the judges said during one hearings that 57,000 candidates cleared NET last year in the country and were available for recruitment, sources said.
